Project description
The project breaks down into three parts. It will provide a description of the historical ethnic minorities within the current states of Europe. Here the emphasis will be on factors such as size, impact and the relative autonomy of the minority populations. The second part of the project focuses on alternative constitutional arrangements designed to accommodate ethnic minority populations. In the third and final part the project, Finland will be singled out as a unique case within the European context.
