The Walter Hallstein Institute for European Constitutional Law at Humboldt-Universität zu Berlin invites you to the Humboldt Speech on Europe, featuring the President of Montenegro, Jakov Milatović. The title of his speech is “The European Union – Towards a new Era of Completion, Enlargement and Deepening”. The lecture will take place on Wednesday, 15 April 2026, at 5.00 pm in the Senate Hall of Humboldt-Universität zu Berlin, Unter den Linden 6, 10117 Berlin.
Jakov Milatović (born in 1986 in Podgorica) has been President of Montenegro since May 2023. He studied economics and, prior to his political career, worked in the international financial sector, among other fields. From 2020 to 2022, he served as Minister for the Economy and was involved in the “Evropa sad!” (“Europe Now!”) reform programme, which aimed to bring about economic change and improve living standards. In 2022, he co-founded the political movement of the same name. In the 2023 presidential election, he defeated the long-standing incumbent, Milo Đukanović. Politically, he advocates for economic reforms, the strengthening of the rule of law and Montenegro’s accession to the European Union.

Following the speech, the audience will have the opportunity to discuss with Jakov Milatović. The speech will be delivered in English.
