On 29 June 2026, a delegation from the Berlin Heads of Administration Conference (LKK) reached a collective agreement on the TV Stud III collective agreement during negotiations between trade unions, employer representatives and the Berlin Municipal Employers’ Association. Alongside Niels Helle-Meyer, who represents Humboldt-Universität zu Berlin (HU) on the LKK as Vice President for Finance, Human Resources and Operations, Dr Ulrike Prechtl-Fröhlich, Registrar of the Berlin University of the Arts, and Andrea Syring, Chancellor of the Berlin School of Economics and Law, led the negotiations on behalf of the LKK. By the end of the approval period, all parties to the collective agreement had given their consent, meaning that the collective agreement can now come into force.
With the conclusion of the new collective agreement, the previous collectively agreed hourly rate for student staff members of 14.32 euros will be increased in several stages: With retroactive effect from 1 January 2026, the hourly rate will now also be increased under the collective agreement to €15.08 – a rate that HU had already been paying voluntarily since 1 January 2026 in anticipation of the agreement now reached. Next year, from 1 January 2027, the hourly rate will then rise to €15.90. From 1 January 2028, the hourly rate will be increased by a further 1.0 per cent, in line with the provisions of the collective agreement for public sector staff members in the federal states (TV-L), bringing it to €16.06. Future pay developments will be based on the results of future collective bargaining agreements for staff members in the state public sector.
